Eugene Chow is the principal of Chow King & Associates, which specializes in U.S., Hong Kong and international immigration matters. Mr. Chow has practiced law since 1976 and has been a California State Bar Certified Specialist in Immigration and Nationality Law since 1989.

Mr. Chow has been consistently recognized as one of the top 15 most highly regarded corporate immigration lawyers globally by “The International Who’s Who of Corporate Immigration Lawyers” and has been a contributor to all 15 editions of The Visa Processing Guide: Process and Procedures at U.S. Consulates and Embassies. He also served as an Associate Editor for the 2004 Global Immigration Summit Handbook, and the 2006 edition of Immigration Options for Investors and Entrepreneurs, and was a contributor to the 2010 and 2014 editions of the latter book.

Mr. Chow is also a regular contributing author to the Global Business Immigration Practice Guide by the Alliance of Business Immigration Lawyers (LexisNexis Publishers) (First to Third Editions), Corporate Immigration Review (Law Business Research Ltd.) (Second to Fifth Editions), as well as Immigration Law, Jurisdictional Comparisons, European Lawyer Reference Series (First Edition 2013) (Thomson Reuters).

Mr. Chow speaks regularly on immigration law topics in Asia, the U.S., and the U.K., and is fluent in Cantonese and Mandarin. Formerly a daily columnist on immigration for the Sing Tao Daily from 1991 – 1997 and the Oriental Daily News (the largest circulation Hong Kong daily with a readership of 1.8 million) from 1998 – 2009. He is also the author of “The Pathway to Immigration”, a book published in Chinese.

A native of Hong Kong, Mr. Chow’s boutique firm in Hong Kong has, for more than twenty-seven years, represented business investors in securing permanent residence in the U.S. and Hong Kong and other jurisdictions. The firm also represents corporate multinational clients in the transfer of key personnel into the U.S. or Hong Kong on employment visas, American citizens who wish to renounce their citizenship, as well as individuals in the acquisition of a second citizenship in various jurisdictions to facilitate visa free travel, for tax planning purposes, or as a hedge against negative economic or political developments in their countries of origin.

US and Hong Kong Employment Visas and Permanent Resident status

The firm represents corporate clients in obtaining US or Hong Kong employment visas or permanent resident status for its key managers, executives and professional staff as well as individual clients requiring such status. We also assist persons who have ordinarily resided in Hong Kong for seven continuous years in applications for the right of abode and in the naturalization process for HKSAR Citizenship.

Investors and Entrepreneurs

The firm represents investors and entrepreneurs in the acquisition of US permanent residency based on investments in qualified business enterprises in the US and in the acquisition of treaty investor or treaty trader nonimmigrant visas for nationals who invest or engage in substantial trade in countries that have treaties with the US. We also assist investors in obtaining resident status in Hong Kong through the Employment (investment) visa category as well as through the Capital Investment Entrant Scheme. As PRC nationals are not eligible to participate in the Capital Investment Entrant Scheme unless they have permanent resident status in a foreign country, the firm also assists such clients in obtaining permanent residency in a third jurisdiction in order to establish eligibility for entry to Hong Kong under the Capital Investment Scheme.

US Re-entry Permits and Acquisition of US Citizenship

The firm advises on the immigration rules which US lawful permanent residents must comply with in order to retain and maintain their legal status, and helps clients to apply for reentry permits as a protective measure so that their prolonged absence from the US will not jeopardize their legal status. We also assist spouses of US citizens working for US firms overseas in obtaining expedited naturalization without having to fulfill US physical presence requirements, and in preparing and filing applications for US citizenship for children of US citizens born or adopted abroad, who do not automatically qualify for US citizenship at birth.

Expatriation and Abandonment of Lawful Permanent Resident Status

The firm counsels and represents US citizens who wish to renounce their nationality before the US Consulate or who wish to abandon their lawful permanent resident status with the US Citizenship and Immigration Services (USCIS) to ensure they fully understand their rights and obligations and the legal consequences of their action before proceeding with the process.

Alternative Citizenship

The firm advises on Economic Citizenship Programs currently available for persons interested in acquiring an alternative citizenship and a second passport without the need to fulfill residency requirements. We give unbiased information and advice on the advantages and disadvantages of the available options to individual clients as well as to legal, accounting and consulting firms who require expert advice on and assistance in this specialized area to ensure that the option selected has a sound legal basis.

One stable jurisdiction in which the firm has had more than a decade of experience in helping clients acquire citizenship is St. Kitts & Nevis.

Chow King & Associates specializes in representing business investors in acquiring appropriate visas or permanent residence in the US and Hong Kong, as well as corporate clients wishing to employ or transfer key personnel to these destinations on employment visas. Our clients include the widest variety of individuals and businesses, from persons wishing to immigrate based on family relationships or employment to investors and even large, publicly-listed multinational companies. The firm has well-established referral relationships with law firms and accounting firms that require international immigration law expertise but do not maintain in-house immigration practices or co-counsel cases with law firms in a cooperative business framework.

We also handle citizenship and related nationality matters, including counseling and representing individuals about the US expatriation process and assisting individuals in the acquisition of an alternative citizenship to facilitate visa-free travel, for tax planning purposes, or as a hedge against negative economic or political developments in their countries of origin.

Our comprehensive range of immigration services also include advocacy of complex visa issues involving grounds of statutory ineligibility before the US Consulates, processing criminal waivers before the US Citizenship and Immigration Services, as well as handling administrative appeals and federal court litigation in immigration cases. Whatever the assignment, the firm is committed to ensuring that each client receives the same high standard of personalized, dependable, confidential and professional services.

Mr. Chow is internationally recognized as a “star” in the field, and a “top-tier practitioner” who provides “excellent client services”.
